TA Europe continues to monitor the PPP schools Cologne for the financing bank consortium. The city of Cologne has awarded the renovation and ongoing maintenance of Cologne schools in 2005 on the basis of a public-private partnership agreement (PPP model) to HOCHTIEF PPP Beteiligungs GmbH & Co. KG in Essen. The project has a total volume of 125 million euros and covers the renovation and operation of seven Cologne schools. On this scale, it was the first PPP project of a German city in the area of school construction.
In the context of PPP models, private investors take over both the maintenance and the operation of public facilities, e.g. School buildings. In return, the owner of the town pays a reasonable rent for a period of 25 years. As this is a firm factor in the financial needs of the city, the necessary expenditures can be reliably calculated over many years.
During the operating phase, an annual project visit takes place, during which TA Europe checks the contractual operation and the proper maintenance. This is followed by the creation of an appropriate report, which summarizes the services and results during the reporting period. In particular, the extent to which the funds available for maintenance are used adequately and appropriately should be determined.
TA Europe takes on the following tasks:
- Acceptance and plausibility check of the FM subcontractor’s quarterly report.
- Annual on-site visits to all sites, discussion with a responsible FM subcontractor, and review of all repairs that are planned and planned, as to their need, the appropriateness of their costs, and any measures that may be necessary in this context. Comparison of the findings thus obtained with the information from the quarterly reporting of the FM subcontractor.
- Prepare an annual audit report focusing on the maintenance measures.
