Social Infrastructure - Prisons
TA Europe and team members have provided expert technical advisory services on several prison PPP’s throughout Europe. Our team, which comprises a number of prison PPP-experienced consultants such as Sebastian Frohwann for Germany and UK, Luc Tousseyn for Benelux, Mercedes Martin for South America and Wolfgang Schlicht for Switzerland and UK, is experienced to identify key areas of risk to potential investors, sponsors or lenders and to propose adequate mitigation measures.
TA Europe offers to support your consortium and the financing banks in delivering a bankable and profitable solution, based on our experience in developing prison PPPs as well as in LTA and monitoring services during all phases of prison PPPs in different countries and continents.
TA Europe team members have undertaken LTA and risk analysis’, Construction Monitoring and Operation Monitoring Services in five prison and security facility projects and we find that the most common risks and challenges are related to:
- Exceedance of the vandalism budget caused by inmates
- Exceedance of the estimated costs and amounts of energy, water and heating which is partly used very extensively by the inmates due to free access to all media
- Costs for the maintenance and replacement of technical installations, especially security-related equipment, to keep the prison head-to-head with our technical environment
- Costs for the prevention of latest technical inventions and trends like drones, smartphones and other communication devices
