Dr Badasyan is an infrastructure expert focused on technical, economic and financial due diligence of PPP projects. His expertise also includes project finance and cost-benefit analysis of infrastructure investment projects.
Prior to joining our team, Dr Badasyan was a member of the research team of Professor Alfen at the Bauhaus-Universität Weimar focusing on economic and management aspects of international PPP projects. During his time at BUW Norayr developed several decision-making tools aiming to analyse and optimize PPP projects on all phases of the life-cycle.
His experience includes the road sector (e.g. development of a plug-in model for HDM-4 software), renewable energies (development of a model analysing the economic and financial returns of relevant PPP projects), social infrastructure (decision-making model in BIM), etc. Whilst working in Weimar, Norayr also developed a large network of relevant professionals in the sector of PPPs both in academia and industry.
Norayr has extensive experience in teaching infrastructure management and economics. At BUW he initiated a new project focusing on the analysis of PPP organizational models within the prism of the new institutional economics. Norayr was also a mentor at Stanford University for the AEC Global Teamwork project supervising multidisciplinary and multicultural team of students from the life-cycle cost management perspective. In the past, he worked for the Government of Armenia where he was involved in various projects aiming to strengthen the investment climate of the country. During this time Norayr worked closely with international development banks such as World Bank, EBRD, USAID, etc.
Norayr is the author of several publications in the sector of infrastructure management and PPPs published in well-known international journals such as Journal of Infrastructure Systems, Built Environment Project and Asset Management, International Journal of Critical Infrastructures, European Procurement and PPP Law Review, etc.
Norayr joins our team of infrastructure and renewables advisors to strengthen our presence also in eastern European markets as well as in sectors such as energy, renewable and airports.
Being a native Armenian speaker, he is also fluent in German, English and Russian.
